QEPIP is located in Jiaonan，a city where honey and milk flows on the west coast of Qingdao，with a planned footprint of 3.34 square km. The western border of QEPIP adjoins the 5,500 km Tong-San Expressway stretching from Tongjiang City in Heilongjiang Province at the north end to Sanya City in Hainan Province at the south end. The Inter-province Highway 204 runs through the whole QEPIP area. The southern border is 500 meters from Shu-Gang expressway. By way of the Tong-San expressway, it's about a 5-hour drive to Shanghai and 6-hour drive to Beijing.

The west, south and east parts of the park are planned to be manufacturing area, while the business area is in the middle of the park. The north-western part is residential land and natural ecological protection area.
